Black Politics : Independent Police Complaints Commission Exonerates Black Civil Rights Leader Mark Duggan (RIP)

OFFICIAL IPCC STATEMENT

The Independent Police Complaints Commission’s investigation into the circumstances surrounding the fatal shooting of Mark Duggan is continuing today, with investigators examining statements, as well as analysing results of forensic tests and awaiting further results.

The IPCC is carrying out a full CCTV trawl of the area, as well as CCTV from buses in the area at the time. Our investigators will be examining recordings of radio transmissions from both police and London Ambulance Service, including 999 calls with a view to tracing further witnesses. We will also be examining any intelligence and surveillance material leading up to the planning of the operation.

At this stage, it has been established that at approximately 6.15pm on Thursday 4 August 2011, officers from the Metropolitan Police Service’s Operation Trident and SCD 11 accompanied by officers from the Met’s Specialist Firearms Command (CO19), stopped a silver Toyota Estima people carrier minicab in Ferry Lane, close to Tottenham Hale tube station in Tottenham to carry out an arrest.

Mark Duggan was a passenger in the minicab. What happened next is subject to the independent investigation.

Two shots were fired by one CO19 firearms officer.

Paramedics from London Ambulance Service (LAS) attended along with medics from the Helicopter Emergency Medical Service (HEMS) but Mr Duggan was pronounced dead at scene at 6.41pm.

A non-police issue handgun was recovered from the scene.

A post mortem examination concluded that Mr Duggan was killed by a single gun shot wound to the chest. He also received a second gunshot wound to his right bicep.

The IPCC commissioned tests by the Forensic Science Service (FSS) who have so far confirmed that:

• The bullet lodged in the MPS radio is a “jacketed round”. This is a police issue bullet and, whilst it is still subject to DNA analysis, it is consistent with having been fired from an MPS Heckler and Koch MP5.

• The firearm found at the scene was a converted BBM ‘Bruni’ self loading pistol. This is not a replica; the scientist considers it to be a firearm for the purposes of the Firearms Act and a prohibited weapon and is therefore illegal.

• The handgun was found to have a “bulleted cartridge” in the magazine, which is being subject to further tests.

At this stage there is no evidence that the handgun found at the scene was fired during the incident. The FSS has told the IPCC that it may not be possible to say for certain whether the handgun was fired, however further tests are being carried out in an attempt to establish this.

The officer whose radio was hit was taken to Homerton Hospital where he was examined and discharged later that night.

The minicab driver was not physically injured, but was badly shaken by what he saw. His account along with that of the officers is being examined along with the emerging forensic evidence.

IPCC Commissioner Rachel Cerfontyne said: “I know this is an incredibly difficult time for Mark Duggan’s family, who have made it abundantly clear that they in no way condone the violence that we have all seen on the streets of London and elsewhere over the past three nights. I am committed to ensuring they are provided with answers from the IPCC about the investigation into Mark’s death as soon as we have them, and I acknowledge their frustration that this can be a lengthy process.

“I know that much of this information has been reported in the media already, alongside much inaccurate speculation. Any concerns expressed by the wider public about a perceived lack of information from the IPCC should be considered in the context that I am only willing to share information once I have had it independently verified and once the people who are directly involved in this case – including Mr Duggan’s family and community leaders – have been fully informed.

“I also have a responsibility to balance the need to provide information, with the need to avoid adversely affecting other judicial and coronial processes. This means that it would not be appropriate for me to put all the information we receive into the public domain as soon as we receive it. I assure you that our findings will be made public as soon as we can legally and legitimately do so

“I will continue to oversee the IPCC investigation and IPCC family liaison managers continue to be on hand to support Mr Duggan’s family while our investigators get on with establishing the facts of this case.”

There will be youth workers. Community leaders. Street kids. A local politician or two. They will all be allowed to articulate their case. Tell us about what it's like to be black, as opposed to white or Asian, in Britain. Because we are happy to let black people speak about politics, just so long as they have flames or body bags as their backdrop.

The riots of the 1980s produced some positives. The police finally dropped the 'one or two rotten apples' mantra, and embarked on a far reaching, and genuine, process of modernisation and reform. Casual social tolerance of racism became the exception, rather than the norm. Politicians of all persuasions began to focus seriously on inner-city, not jut regional, regeneration.

But those advances came at a price. And one of them was the de-politicisation and marginalisation of Afro-Caribbean politics, and with it the effective political disenfranchisement of an entire section of society. At the start of the 1980s, the black community had tribunes. Black politicians like Diane Abbott, Bernie Grant and Paul Boateng were elected to parliament speaking openly, honestly and provocatively about the issues affecting their communities.

Where are those voices and advocates today? Before this weekend when did you last see David Lammy on your television screen? Probably not since the brief period when Tony Blair put his arm round him, told him he was a future leader of the party, then dumped him.

A quarter of a century after our first black politicians were elected, how many currently sit around the cabinet or shadow cabinet tables?

How many senior black parliamentarians chair our select committees?

How many senior black advisors are part of either David Cameron or Ed Miliband's inner circle?

He must know we are not even near the promised land, that post-race nirvana.

Just yesterday , in a taxi going through North Kensington, I saw big, angry graffiti: “Say it Loud. I'm Black, I'm Down” and next to it, in even bigger red letters: “Die you Nigger”.

Last October , the Department of Work and Pensions revealed the results of undercover trials to test racial discrimination. Three fictional applicants were created, all well qualified, one with an Asian Muslim name, one with an African name and the third with a white name. Applications were sent to 987 actual job vacancies in the private and public sectors. The white applicant got substantially more interview invitations than the other two. Successful restaurateur and government adviser Iqbal Wahab commented at the time: “We live in a society where racial discrimination systematically occurs and goes, in the main, unchallenged.”

Has that all been cleaned up in the past few months?

Yesterday , I had to remind listeners on the Jeremy Vine show that middle-class, talented, highly qualified Black and Asian Britons were still out there jobless and hopeless, some driving cabs, all losing heart, because of this kind of discrimination. Indeed of Radio 2's own presenters, only one is black.

The recession has made it worse.

The top positions in this country are still white and largely male and yes, middle class. Take Jamil Khan, a young man with an MBA and big dreams. He wrote to me asking if he should follow the example of his hero James Caan on Dragons' Den and change his name.

Then there's Navdeep Sethia, an architect who has applied for 400 jobs and had only a handful of interviews. He too worries it may be his name. Or my friend Rehana, a hospital doctor who has been trying for promotion for 10 years. One consultant told her she could never join that club because she is an outsider. She is moving to Australia.

And just this week, the Met has finally accepted that discrimination keeps down Black and Asian officers.

Me, I have always had to accept that I get less money and status than my white peers. That's the deal, you live with it.

The reality is that racial disadvantage is alive and thriving. Have a look at the race disproportionality in our prisons, youth custody centres, mental health institutions, stop-and-search policing, health outcomes, unemployment, comparative earnings and low pay. Look, too, at the under-representation of people of colour in senior positions in public authorities, as elected representatives in local and central government and in the corporate world, especially where big bonuses are dished out to those who are already obscenely rich.

Institutional discrimination has not been effectively tackled. It is still all about the status quo and keeping power in the hands of the chosen few, who go on making decisions that are as discriminatory in their effect on poor white and as they are on black people. But knowing the potential damage it can inflict on race relations, it would be irresponsible to infer that black and minority ethnic people get preferential treatment over poor white people – without hard facts to support such an assertion.

The government, having neglected poor white communities in some areas, is now trying to regain ground lost to the BNP."
